I think texmf.local is a good place for additional map files.

Yes. Just run updmap. You can run this from any location, it is now a 
normal command in the TeX binaries location.

I might add this to the configure stage (like languages), but it is a 
bit specialistic. Maybe I will change the current Tex Config package to 
a more complex configure and keep the ones in programs and foundation 
simple. Let me think this over.
