Yes but you'll need TeXShop 1.24 (I don't know if earlier versions had 
this, there was a rapid succession of improvments recently)

Choose Help from the menu in TeXShop, you'll find the explanation under 
Editing Tricks.  I haven't tried to customize this panel (yet) but it 
looks straightforward. (Thanks for asking the question, you made me 
look it up!)

You can create a similar effect by writing your own templates (see Help 
under "Modifying the Templates Menu"). You can write your own latex 
code, and it can show under the "Templates" button on the editing 
window of TeXShop.

Now, what I would really like to see is a keyboard shortcut for 
inserting latex commands, say, <command>E to insert "\begin{equation} 
... \end{equation}"...
