I strongly support this, I have the same problem with bibtopic.

I would suggest (and have already suggested...) that the user should be
able to define exactly which programmes should be used in which order, i.e.
define some kind of makro that calls

latex document
bibtex document1
bibtex document2
latex document

in the case of bibtopic.
