[OS X TeX] caps => ctrl for mac-emacs

I use uControl, which can be downloaded at

http://www.gnufoo.org/macosx/

It has two minor problems: it sometimes takes a few key strokes to get
going in the morning, and some programs get confused if the caps lock
key is left in the one position, even though its no longer supposed to
be functioning as a caps lock key.
