[Mac OS X TeX] swapping capslock and control

Unfortunately, OS 9- firmly has its roots in a time when Macs had
hard-wired Caps Lock keys (they'd actually stick down on most (all?) ADB
keyboards which had them) so utilities to control them were never
developed AFAIK.
