[luatex] behavior of \write in LuaTeX differs from the one of PdfTeX/XeTeX

could there be a -7bit option to luatex for matters of \write ?

else packages from the pre-scantokens pre-detokenize area which
rely on external file output+input might be broken in certain
circumstances (I dont' have anything specific in mind, this is
pure rhetoric)
