I didn't think about this solution... That's a good one I believe, if no
external command nor compiled module can run in TeXLive! A little tool
doing that could be easy to write, the only thing would be to add this
call in different TeXLive hooks... What do you all think about this
solution? (this doesn't close the debate on compiled libraries)
