[luatex] language.dat for lualatex on W32TeX

I see that language.dat.lua is in web2c-lib.tar.xz; what I'd like to
know if how to overwrite it to match my modified language.dat file,
removing all the languages I don't need, if I can't find tlmgr in the
W32TeX distribution.
