[luatex] luaotfload problems (MiKTeX/Windows 7) | not solved

C:/Users/egc/AppData/Local/MiKTeX/2.9/luatex-cache/generic/ The names db 
should reside in a subdirectory “/names”, the font cache under 
“/fonts/”. If deleted, it will be recreated the next time you run 
luaotfload-tool or luatex with luaotload. Can you post the permissions 
of these directories and the files in them? Best, Philipp
.. i will tomorrow, but I'm doubtful it is a 'permissions issue':

1\ I installed MikTeX for myself only (meaning, when I' logged into my 
account, my userid owns any files/directories that get created by any 
process that I start (including luaotfload)

2\ luaotfload creates the directories correctly, and fills \fonts with 
the fonts. It creates \names, but doesn't put anything into the 
directory. So, if luaotfload as a process creates the directory, then it 
must have read/write for the directory.

I think something else more fundamental is at play.
