[luatex] LuaTeX and classical 8-bit fonts...

Hello LuaTeXist.
I have maybe non traditional question:
Is it possible to convince LuaTEX, so that the input encoding it is 
UTF8, but inside worked according to the selected encoding with classic 
8-bit fonts?
It is LuaTEX able to work with a classic 8-bit fonts?
To explain: I am looking for possibilities to compile CsPlainTeX sources 
(used Czech format).
