Currently, you can't (except at format loading time). Actually, etex.src even
makes that CS undefined after it used it. (I assume it saves some memory.)

There is currently no support for dynamic handling of languages in Plain- and
LaTeX-based formats. What is there, however, is a re-implementation of part of
the existing frameworks (etex.src, babel) that happens to do a few things
dynamically. But the model for language definitions is still static.

Obviously, the dynamic parts in the current implementation are a good basis for
implementing future extensions to the language frameworks, but such support is
currently *not* available.
