[luatex] LuaTeX file almost 2.5x bigger

I'm wondering which character encoding is used:

 (\007\033\030\f\032\013\031)

It doesn't look like ASCII, ISO-8859-*, UTF-8, or UCS-2.  
All these encodings support ASCII.  What's \007 here?
