semantic of FEFF as BOM is can be unrelated to luatex as typesetting
engine
but
semantic of FEFF as "space" is  related to luatex as typesetting
engine
in the same manner as the semantic of
U+0041 LATIN CAPITAL LETTER A
is  related to luatex as typesetting
engine

and its behaviour should be decided by the format or the

in something else.
