In fact the two packages have almost nothing in common (and share no 
code): one really loads an encoding, the other has two modes : utf8 or 
8bit ; one needs inputenc, the other is standalone... In fact I'm 
thinking about dropping the standalone package that really loads 
encodings, I think it won't be used by anyone if the first works...
