Nobody prevents you from adding \pdfoutput=1 to lualatex.ini. But as
one who had to help a lot of miktex who got a pdf instead of a dvi
due to a faulty ifpdf-test I think it wouldn't be a good idea to
force pdf as a default.

Well,  I'm using Ctrl+Shift+p to call pdflatex and Ctrl+Alt+p to
call pdflualatex, so I don't care much about the length. But I think
that names should reflect the behaviour. (And probably a lot of
confusion could have been avoided if the engine pdftex would have
been called pdfdvitex).
