    You certainly mean 12, not 11? May I suggest the following formulation?

    \directlua{tex.enableprimitives('', tex.extraprimitives('etex', 'pdftex'))}
    \endgroup

Fine, but someone who can actually test them (I can't, right now) --
please send me the four complete .ini files.  We can't check them in
until we stop net updates, anyway.

    Currently we have:
            luatex.ini
            pdfluatex.ini
            lualatex.ini
            pdflualatex.ini
    and the programs are named the same. 

Yes, and we should keep it that way IMNSHO.
