[latexrefman] Added html files from "make htmlsplit"

I've tried adding the html files from the split.  That includes running easyurls.py.  I've included that command line in the Makefile.  Please do let me know what I've got wrong.  :-)  

I have not yet set the Makefile up to automatically delete .html files that disappear, or to add ones that appear (those two lines are commented out), just pending seeing how this change goes.

I will tackle the organization of things like \@ifstar in another commit.
