Dear Karl,

Sorry for my wrong-doing. When I wanted to upload refman-fr I realized
that I had not not the necessary job for the license as we had agreed in
April this year. This pushing the license to a separated @include'd file
was requested by you in your email of 2016-04-13T00:44 titled "Re: CTAN
Upload: latex2e-help-texinfo-fr". In this email you wrote :

  In practical terms I think that the license text should be in a
  separate license.texi ASCII file @include'd in each of the 3
  documents, that would guarantee consistency and maintainability.

That is why I did it so, but anyway, no problem if you change your mind,
I can undo it.
