Your example file compiled fine in my Debian sid machine with your
~/.latex2html-init, and also without the last line.  My
/etc/latex2html.conf has:

# Options for dvips as determined by configure
#
$DVIPSOPT = ' -Ppdf  -E';

Don't know much about Fedora though.  Does it use the latest upstream
version?
