latex2html works fine here with Debian Lenny.

Have you got these lines uncommented in /usr/share/latex2html/l2hconf.pm ?

@IMAGE_TYPES = qw(png gif);
$IMAGE_TYPE  = $IMAGE_TYPES[0];
