Yes, indeed, since LaTeX2HTML uses LaTeX and Ghostscript
when creating images ...

 ... but you may have to be careful to ensure that the effects
you request are properly bundled with the LaTeX text/environments
that they embellish.


For example, there should be no problem if you are just using
PSTricks effects within  \begin{figure}....\end{figure}
environments, for then the coding for the whole figure is
sent to LaTeX for processing. The same packages are loaded,
so you should get the image having the effects that you want.

On the other hand, if you were trying to put circles around
pieces of text, and join these by lines or arrows,
then this cannot work, as such an effect is impossible in HTML
(except via a single image, of course). 
 

So just try it.
Don't expect 100% success first time.
If, after trying some simple re-ordering of problematic coding,
you can identify specific problems, then send an example.
