[l2h] Help

I run ./configure --with-perl=/usr/local/bin/perl and it seems to work fine 
accept one line at the end that says:

Note: Will install...
      ... executables to   : /usr/local/bin
      ... library items to : /usr/local/lib/latex2html
./configure: perl: not found
updating cache ./config.cache
creating ./config.status
creating Makefile

if I run make the following is spat out:

/usr/local/bin/perl ./config/build.pl -x  latex2html
build.pl (Revision 1.5)
Building "latex2html" from "latex2html.pin"
touch latex2html
/usr/local/bin/perl ./config/build.pl -x  texexpand
build.pl (Revision 1.5)
Building "texexpand" from "texexpand.pin"
touch texexpand
/usr/local/bin/perl ./config/build.pl -x  pstoimg
build.pl (Revision 1.5)
Building "pstoimg" from "pstoimg.pin"
touch pstoimg
/usr/local/bin/perl ./config/build.pl  l2hconf.pm
build.pl (Revision 1.5)
Building "l2hconf.pm" from "l2hconf.pin"
touch l2hconf.pm

This looks OK but if I run 

./latex2html 

and it said the following:

Fatal: Directory "" does not exist.
BEGIN failed--compilation aborted at ./latex2html line 82.

How can this be if the configure script said it would create 
/usr/local/lib/latex2html.
