Is not that Knuth's Metafont and Hobbey's Metapost compilers do? It
seems that you're re-inventing the wheel, no discouraging intented
though.

Fonts are not just drawing shapes alone, there are zillions of other
parameters to be added to each character and other huddles to create
a font like hinting, glyph layout, etc.
