you should never get that, like docstrip, ltxdoc is part of the base
latex distribution.
If you have latex installed at all then it should be there.

Can you see if it is there, but latex can't find it, or it isn't there
at all (neither should happen:-)

eg I get:

$ kpsewhich ltxdoc.cls
/usr/local/texlive/2017/texmf-dist/tex/latex/base/ltxdoc.cls

I'm not sure it's possible to address this in the readme for the
bundle, it has to assume a working latex setup.
