DocStrip is part of the LaTeX base distribution, so any reasonable system should have it available! Can you see if it is there, but latex can't find it, or it isn't there at all (neither should happen:-) eg I get: $ kpsewhich ltxdoc.cls /usr/local/texlive/2017/texmf-dist/tex/latex/base/ltxdoc.cls I'm not sure it's possible to address this in the readme for the bundle, it has to assume a working latex setup. The ctan page https://ctan.org/tex-archive/macros/latex/contrib/oberdiek does document that you just run plain tex on the dtx file so tex ifpdf.dtx If you want to build everything then the script that I reverse engineered to build a distribution when we started this ho-tex github is available as: https://github.com/ho-tex/oberdiek/blob/master/mkctan getting the Lua parts and other dependencies in place is a bit tricky for some packages:-)
