I have updated a copy of the oberdiek bundle in github with ifpdf

as we anyway had to add the updated ifpdf.dtx back into oberdiek
directory so that hobsub-generic makes correctly, I suggest that we
drop the separate ifpdf directory currently in the TL pretest.

In the github version above I've arranged the .ins files and tds.zip
to again include ifpdf.sty
