[ho-tex] xwatermark / xcolor / hyperref / pdfcomment: ! LaTeX Error: Option clash for package color.

This looks like the same issue as

http://tex.stackexchange.com/questions/317137/is-it-ok-to-load-a-package-twice-as-long-as-no-extra-options-are-given/317140#317140

with catoptions redefinition of the package loading generating
spurious errors if the package is loaded with no options after having
been loaded with an option.
