[Fontinst] How to regenerate mtx files?

Some high level commands (\installfont and the like, therefore also 
\latinfamily) can skip the step of converting to an MTX file if one with the 
wanted name already exists, whereas lower level commands (in particular 
\transformfont, unless the source is a \fromany) always generate their 
target file. So it depends on the what commands you're using.

What causes you to get empty or incomplete MTXes?
