Only making an FD file is not sufficient---that only tells LaTeX what the
TeX name of the font is. In order to use a font in typesetting (TeXing),
you need to make a TFM file for it. Since the font probably isn't a
MetaFont, you have to inform dvips (and any other DVI-reading utility
you're using) about how the TeX font corresponds to a font "in the output"
(Postscript or the like); in the case of dvips you indeed do this by adding
a line to the psfonts.map file.
