[twg-tds] tds draft for fonts/enc and fonts/map

Ok, I wrote a first draft for fonts/enc and fonts/map.  The diff is
below.  This is version 0.9997.

I also changed some administrative stuff, merged the two contributors
list, etc.

The full document in all its formats is at ftp://tug.org/tex/tds as
usual.  http://tug.org/tds for the html version.

Fixes, suggestions?  For the new text or elsewhere ...
