Hello, I am looking at the TDS document, and I am glad
that some uniform structure is being suggested for TeX;
however, I have one dislike, for both asthetics and ease-of-use.

The latex packages (such as "seminar" and "fancyheadings") belong
in  texmf/tex/latex/{package}.  But, aren't the latex .sty and .cls 
files (among others) put there too?  It can be a pain if you wish to
examine packages, and you have to wade through all the .fd, .clo, etc
files in the texmf/tex/latex directory.  Has there been any discussion
about putting the "latex-package" files into a sub-dir, such as
texmf/tex/latex/latex ?  I know this seems a bit silly, but at the moment
I am putting packages one level up, which is a TDS no-no, and I
am not completely happy with that either (especially since teTeX follows
the TDS).

This may have been addressed already, as I only have the Nov. 1995 TDS
here.  I am retrieving the newest one now.
