what CDs? the one I work on (TeX Live) is a download of CTAN in a
sense, in that it has nothing that is not on CTAN. But there is a
world of difference between
foo.zip
and
texmf/tex/latex/foo/foo_bar_bear.sty
texmf/doc/latex/foo/foo_bar_bear.dvi
texmf/source/latex/foo/foo_bar_bear.dtx
texmf/source/latex/foo/foo_bar_bear.ins
texmf/fonts/source/public/foo/foo10.mf
texmf/fonts/source/public/foo/foo10.mf
texmf/fonts/tfm/public/foo/foo10.tfm
as you will hopefully agree
